What can I use as bedding for my dogs' kennels?

we've tried aspen wood shavings but the wind ended up blowing them all over the places. We've tried pea gravel but I think it was making the dogs uncomfortable so we pulled it. Now we're using sand but it's irritating the dogs eyes, nose, and ears. Suggestions?
