Cafeteria Plan for dependent care?

If a company has an existing cafeteria plan that offers FSA for dependent care, what would the employer need to do to offer employees the option of paying for an affiliated daycare located onsite through pretax payroll deductions rather than using the FSA. Would another certified cafeteria plan be required, or could they just amend the current plan?
