Which State has the Cheapest Mountain Land?

Which state out of New Mexico, Colorado, Montana, Wyoming, Idaho, Nevada, Arizona, Washington, Oregon, California and Utah has the Cheapest Mountain Land not the cheap desert land I am talking about anything above roughly 7000ft or wherever the pine trees start growing in that area. I would love something with a mountain creek and aspens if possible above say 9000ft but definitely above 7000ft.
